		<description>As a sometime visitor to Brooklyn, I agree that a unified plan seems to be lacking right now - indeed the same could be said of most of the city. 

The community boards do their best to settle individual issues that crop-up, but that ad-hoc approach creates a system that often fails in safety, in pollution and in traffic congestion.</description>
