		<description>The mayor does not have the power to order the installation of congestion pricing or bridge tolls in New York City. 

Municipal and public interest lawyers agree that the City Council must establish congestion pricing through a law. However, the City claims that the state legislature must also pass authorizing legislation. It is likely that courts would have to decide this issue before pricing could go forward.</description>

		<description>AD: That all depends on mayoral leadership.  Congestion pricing is one huge policy that is never going to happen without an executive edict.  DOT will not (and probably, given its mandate and the existing legal and institutional framework, cannot) instigate such a policy on its own.</description>
